Appropriates $2,950,000 from the general fund in fiscal year 2023 to the commissioner of human services for a grant to establish a licensed community mental health center specializing in services for African American children and families.

Requires the center to provide culturally specific, comprehensive, trauma-informed, evidence-based, person- and family-centered mental health and substance use disorder services to all ages regardless of ability to pay or place of residence.

Includes primary care screenings and care coordination as required services.

Adds $2,950,000 to the base budget for fiscal years 2024, 2025, 2026, and 2027, establishing ongoing funding beyond the initial appropriation.
