Establishes that school administrators must notify parents of both the bullying target and the actor, provide appropriate remedial responses tailored to the incident, and allow anonymous reporting while prohibiting reliance solely on anonymous reports for discipline.

Imposes a $5,000 civil penalty per violation for failure to comply and prohibits employer retaliation against school employees who make complaints under this section.
