H.F. 3383 Summary

• Prohibits annexation of designated areas by any means other than those identified in an orderly annexation agreement; voids annexation ordinances by nonparty municipalities attempting to annex property subject to such agreements.

• Requires orderly annexation agreements entered after August 1, 2021 to run for no more than 10 years and mandates mutual agreement on all terms by participating parties.

• Denies petitions or filings from nonparties to orderly annexation agreements as soon as the affected parcel is identified as subject to an agreement.

• Adds township resolution as a third method to initiate property detachment (alongside municipality resolution or property owner petition) if land was annexed by ordinance and remains rural after five years.

• Establishes mandatory mediation sessions in detachment proceedings instead of standard meetings and clarifies cost apportionment between parties; makes most detachment provisions effective July 1, 2026.
