Amends Minnesota Statutes section 13.43 to authorize the Public Employment Relations Board to receive disseminated personnel data necessary to conduct elections, assess fairshare fees, and implement labor relations provisions.

Classifies most data about unfair labor practice charges and appeals as protected nonpublic or confidential until admitted into evidence at a hearing, but designates specific categories as public including filing dates, charge status, parties' names and job classifications, complaints issued, hearing transcripts, hearing officer recommendations, exceptions, briefs, and final board decisions.

Exempts Public Employment Relations Board meetings from open meetings requirements under Chapter 13D when deliberating on unfair labor practice charges, reviewing hearing officer decisions, or reviewing Bureau of Mediation Services decisions.

Authorizes the board to release protected nonpublic or confidential data to any person or party if access aids implementation of labor relations chapters or ensures due process protection for parties.

Appropriates $500,000 in fiscal year 2022 and $500,000 in fiscal year 2023 to the Public Employment Relations Board from the general fund.
