HF 3414 Summary

• Establishes a five-year housing fidelity bond pilot program by January 1, 2023, for individuals receiving medical assistance who have received substance use disorder treatment within the last 12 months.

• Waives fees for certified birth records, driver's licenses, and identification cards for individuals eligible for medical assistance who have been treated for substance use disorder within the last 12 months, effective January 1, 2023.

• Allows recently discharged treatment clients to receive up to one year of transition follow-up counseling services and creates six-month transition support services including $500 monthly housing vouchers, food support, child care, and transportation for those completing intensive treatment programs.

• Expands workforce provisions by permitting recent graduates to practice alcohol and drug counseling for 90 days post-graduation under supervision and modifies HIV training requirements for chemical dependency programs.

• Increases chemical dependency provider payment rates by 10 percent effective July 1, 2022, and implements automatic inflation adjustments beginning July 1, 2024, until a new comprehensive rate framework is implemented.
