H.F. 3415 Summary

• Former students who have completed alcohol and drug counseling degrees or courses from accredited programs may practice counseling for 90 days under supervision, with the right automatically expiring after 90 days.

• Chemical dependency treatment programs must demonstrate HIV minimum standards compliance prior to license application completion and provide annual staff training on HIV standards rather than commissioner-provided training.

• Treatment providers must document treatment services within seven days and document significant program events within 24 business hours, with residential programs additionally documenting medical appointments, medication concerns, and treatment service attendance.

• Discharged clients may receive up to one year of transition follow-up counseling services (limited to four sessions per month) from their treatment center at individual counseling rates without requiring a new treatment plan.

• The commissioner must provide six-month transition support services to individuals completing intensive treatment programs (15+ hours weekly), including $500 monthly housing vouchers, food support, child care up to 20 hours weekly, and transportation assistance, effective January 1, 2023.
