Establishes a certified birth record process for individuals eligible for medical assistance under chapter 256B who have been treated for substance use disorder within the last 12 months.

Allows applicants to obtain birth records from the state registrar or local issuance office with all fees waived upon submission of a completed application, medical assistance/substance use disorder eligibility statement, and acceptable identity documentation or verification statement.

Permits verification statements to be provided by employees of human services agencies receiving public funding for substance use disorder services, with required information including the individual's contact details and verification of the applicant's eligibility status.

Waives all birth record fees for persons treated for substance use disorder within the last 12 months who are eligible for medical assistance, effective January 1, 2023.

Allows former students from accredited alcohol and drug counseling programs to practice counseling for 90 days from degree conferral or last course credit date under supervision, with practice rights automatically expiring after the 90-day period.
