Establishes a definition of "fentanyl" in Minnesota law that includes fentanyl, carfentanil, and fentanyl analogs and fentanyl-related substances for purposes of drug sentencing statutes.

Amends controlled substance sale crimes to apply the same weight thresholds and penalties to fentanyl as currently apply to heroin across all degree levels (first, second, and third degree).

Sets fentanyl sale thresholds at 10 grams or more for first-degree crimes, 3 grams or more for second-degree crimes, and makes possession of 25 grams or more a first-degree crime.

Modifies possession crime thresholds to treat fentanyl identically to heroin, including 25 grams or more for first-degree possession and 6 grams or more for second-degree possession.

All amendments are effective August 1, 2022, and apply only to crimes committed on or after that date.
