$300,000 appropriated in fiscal year 2022 from the renewable development account to the Pollution Control Agency to produce a report on greenhouse gas emissions reduction strategies.

Report must describe strategies to reduce statewide greenhouse gas emissions to levels complying with Minnesota's established emissions reduction goals and the 2030 U.S. emissions reduction goal under the Paris Agreement.

Report must include reduction strategies separately addressing eight sectors: agriculture, forestry, manufacturing, residential and commercial buildings, transportation and land use, electric generation, natural gas utilities, and waste management.

Report must estimate the greenhouse gas emissions reductions and implementation costs for each strategy.

Commissioner may contract with an independent third party to develop the report and must submit it to legislative committee chairs and ranking minority members with jurisdiction over energy and environmental policy.
