Implements staggered four-year terms for Metropolitan Council members, with odd-numbered districts ending terms in years ending in "1" and even-numbered districts in years ending in "3," effective for appointments made on or after January 1, 2022.

Expands the nominating committee from seven to thirteen members, with the governor appointing five, the Association of Metropolitan Municipalities appointing five to represent cities, and the Association of Minnesota Counties appointing three to represent counties.

Requires notices of vacancies and appointments to include a detailed position description covering required skills, expected time commitment, and district connection, and mandates publication of finalist names and qualifications in the same manner as vacancy notices.

Requires the nominating committee to publish and provide notice of the three finalists' names and qualifications, with the governor unable to make an appointment until 14 calendar days after publication and after providing opportunity for public comment.

Clarifies that council members must have relevant experience in areas including local government, transportation, housing, environment, and regional development, and must be able to meet time commitments required by the position.
