Creates a reimbursement grant program through the Peace Officer Standards and Training Board for law enforcement agencies that pay recruitment bonuses to newly hired peace officers, with a maximum of $10,000 per officer hired.

Officers must be newly licensed peace officer hires who received notice of the bonus before hiring, reach their one-year employment anniversary, and remain in good standing with the agency to qualify for reimbursement.

Excludes officers who laterally transferred from other jurisdictions within the state or who previously served as correctional officers within the state.

Requires the board to distribute grants in a geographically balanced manner and by size of law enforcement agency if demand exceeds available funds.

Mandates annual reporting to legislative committees by January 15 detailing grant amounts, recipient agencies, and the number of new hires resulting from the grants; appropriates unspecified amount from general fund for fiscal year ending June 30, 2023, with up to 3.5 percent available for program administration.
