Permits complaints in motor vehicle forfeiture matters under Minnesota Statute 169A.63 to be served on prosecuting authorities by certified mail or any means permitted by court rules, in addition to existing service methods.

Allows statements of claim in conciliation court forfeiture actions (for property valued at $15,000 or less) to be served personally or as permitted by the Rules of Conciliation Court Procedure, rather than only by mail.

Applies the same certified mail and conciliation court service provisions to general property forfeiture proceedings under Minnesota Statute 609.5314.

Maintains the 60-day deadline for claimants to file judicial demands for forfeiture determination and requires no filing fees or court fees for claimants or prosecuting authorities.

Effective the day following final enactment for both amended statutes.
