Amends Minnesota Statutes section 144.551, subdivision 1 to add a new exception (clause 31) to the hospital construction moratorium.

Exception allows a Minnesota freestanding children's hospital in St. Paul to add 22 licensed beds for pediatric inpatient behavioral health services.

Hospital must be part of an independent pediatric health system with freestanding inpatient hospitals in Minneapolis and St. Paul.

Hospital may add beds prior to completion of public interest review if it submits its plan by the 2022 deadline and follows timelines in section 144.552.

Notwithstanding section 144.552 requirements, this project is exempt from certain standard approval processes.
