Expands school-age care programs to serve children from kindergarten through grade 8, increasing the previous maximum age of grade 6, effective July 1, 2022.

Authorizes school districts to offer preschool care programs for children age 33 months or older for portions of the day when children are not enrolled in early childhood special education, pre-K, or school readiness programs.

Establishes school-age wrap-around care revenue to fund additional services for children with disabilities or experiencing family/temporary problems in school-age and preschool care programs, with districts eligible to levy an amount based on the lesser of one or a specified ratio using adjusted net tax capacity.

Increases school-age wrap-around care aid appropriation from $1,000 to $8,439,000 for fiscal year 2023 and adds wrap-around care programs as eligible uses of general community education revenue.

Modifies tax increment and abatement calculations to include references to school-age wrap-around care revenue as part of district aid and levy limitation adjustments.
