Establishes a premium assistance program through MNsure to cover monthly health insurance premiums for child care facility workers earning less than 300 percent of federal poverty guidelines.

Eligible participants must be employed at a licensed child care facility, apply for all available federal and state premium tax credits, not be eligible for other affordable coverage, be Minnesota residents, and enroll in silver or gold level qualified health plans through MNsure.

MNsure pays the remaining premium amount after federal and state tax credits are applied, while participants remain responsible for cost-sharing such as co-payments, deductibles, and coinsurance.

Program must be implemented no later than November 1, 2023, with the commissioner of human services and MNsure providing enrollment information to child care facilities and offering workers the chance to switch to qualifying plans.

MNsure must submit a report to legislative health policy and finance committees by March 15, 2024, detailing the number of participating individuals and actual program costs including administrative expenses.
