Establishes a rural ambulance service staffing grant program administered by the Emergency Medical Services Regulatory Board to award grants for staffing costs to eligible rural ambulance services.

Rural ambulance services must be publicly owned or nonprofit organizations with at least 60 percent volunteer ambulance attendant staffing in the calendar year prior to first applying for a grant.

Grant funds may only be used for salary and benefits costs of EMTs, AEMTs, and paramedics to staff ambulance services up to 168 hours per week at a maximum rate of $24 per employee per hour in fiscal year 2023.

Hourly rate shall be adjusted annually for fiscal year 2024 and beyond based on the Consumer Price Index for all urban consumers from the previous calendar year.

Appropriates $25,000,000 in fiscal year 2023 from the general fund to the Emergency Medical Services Regulatory Board for the grant program.
