Mandates commissioner consultation with the Legislative Advisory Commission before making a final determination on general reserve account use for bond transactions.

Establishes that general reserve account balance exceeding the greater of stadium-related expenses from the last budget forecast or $44,000,000 triggers the financial analysis requirement.

Includes conditional repealer provision requiring commissioner notification to the revisor of statutes within 30 days of bond redemption or defeasance, with Minnesota Statutes section 16A.727 repealed 60 days after certification.
