Imposes a one percent regulatory fee on all amounts wagered by Minnesota residents with authorized advance deposit wagering providers, payable to the commission within 15 days of month-end.

Imposes an additional one-quarter of one percent breeders fund fee on all amounts wagered by Minnesota residents with authorized advance deposit wagering providers, payable to the commission within 15 days of month-end.

Deposits both fees into the state treasury and credits them to a racing and card-playing regulation account in the special revenue fund, with funds appropriated to the commission for regulatory costs and administration.

Designates breeders fund fees specifically to support racehorse adoption, retirement, repurposing, and promotion of horse breeding in Minnesota.

Takes effect July 1, 2022.
