Modifies the definition of "shortage area" to include licensure fields and economic development regions reported by the commissioner of education as experiencing teacher shortages, and reorganizes the numbering of shortage area categories.

Expands grant eligibility to allow alternative teacher preparation programs that have previously received grants to apply for additional funding.

Establishes that grant recipients may prioritize new or expanding programs and permits use of up to 3 percent of appropriated funds for program administration.

Appropriates $1,000,000 from the general fund to the Office of Higher Education for fiscal year 2023 for alternative teacher preparation program grants, with this amount serving as the ongoing program base.

Requires grant recipients to submit reports by January 31, 2024 and biennially thereafter for four years, including disaggregated data on teacher diversity and program participant placement.
