Indexes annual or biannual percent increases to basic education revenue to English learner concentration revenue and English learner basic revenue.

Distributes additional revenue from indexing as follows: 25% to districts, 50% to Minnesota Department of Education for English learner staff and program support, and 25% to Department of Education for an English learner parent and community advisory council.

Allocates English learner revenue for students with limited or interrupted formal education (SLIFE) at 1.5 times the standard rate and indexes SLIFE funding to basic education revenue increases.

Requires Professional Educator Licensing and Standards Board to adopt rules establishing promising practices for English learner and emerging multilingual learner teaching, including optional micro-credentials for non-ESL and ESL licensed teachers.

Appropriates $30,000 in fiscal year 2023 to the Board of School Administrators for rulemaking on nonmandatory administrative micro-credentials for English learner and emerging multilingual learner directors and coordinators.
