Establishes a two percent capitation payment withhold for managed care and county-based purchasing plans for medical assistance enrollees, effective January 1 through December 31, 2023.

Withheld funds must be returned between July 1 and July 31 of the following year only for enrollees for whom plans submit a completed and signed verification of coverage form to the commissioner by February 28, 2023.

Verification of coverage form must require enrollees to provide their name, street address, selected managed care plan name, and a signature attesting to accuracy of information.

Plans must request that all enrollees complete the verification form and submit all completed forms to the commissioner by the February 28, 2023 deadline.

If a completed form is not received by the deadline, the commissioner shall not return withheld funds for that enrollee, cease capitation payments effective April 2023, and disenroll the enrollee from medical assistance subject to appeal.
