Amends Minnesota Statutes section 145.4716 to require the health commissioner to prioritize trauma-informed, culturally inclusive services for sexually exploited youth and youth at risk of sexual exploitation, and prohibits use of funds for any other activities.

Requires the commissioner of health to conduct a prevalence study on youth and adult victim survivors of sexual exploitation and trafficking with a final report due by June 30, 2024.

Appropriates an unspecified amount in fiscal year 2023 from the general fund to the commissioner of health for the prevalence study, available until June 30, 2024.

Appropriates $9,000,000 in fiscal year 2023 to the commissioner of human services for safe harbor grants funding street outreach, emergency shelter, and transitional and long-term housing for sexually exploited youth.

Appropriates $9,000,000 in fiscal year 2023 to the commissioner of health for grants providing supportive services including legal services, mental health therapy, substance use disorder counseling, and case management for sexually exploited youth.

Appropriates $2,000,000 in fiscal year 2023 to the commissioner of health for safe harbor regional navigators.
