Allow licensed residential building contractors to receive installation seals for used manufactured home installations after completing a three-hour training course approved by the U.S. Department of Housing and Urban Development or the commissioner.

Clarify that used manufactured homes manufactured after June 14, 1976, may bear a label or data plate as required by the secretary.

Require the qualifying person for a residential building contractor to submit course completion certificate to the commissioner before receiving an installation seal for used manufactured home work.

Establish that used manufactured homes reinstalled more than 24 months from initial installation may use above frost-line foundations if compliant with Minnesota Rules chapter 1350 and include notice disclosure in purchase agreements about nonfrost-protected foundations.

Require disclosure in purchase agreements that homes with above frost-line installation certificates are on nonfrost-protected foundations and recommend purchaser inspection for frost effects.
