Adds a new definition of "beer" in Minnesota Statutes 2020, section 340A.101, subdivision 3a, defining beer as any beverage that is a malt liquor.

Creates a new subdivision 3b that defines "brew pub" as a brewer holding one or more retail on-sale licenses and manufacturing fewer than 3,500 barrels of malt liquor annually at any one licensed premises, with production solely for on-tap consumption or off-sale at licensed premises.

Amends the definition of "malt liquor" in subdivision 16 to clarify it includes beverages made by fermentation of malt substitutes such as rice, grain of any kind, glucose, sugar, or molasses, containing not less than one-half of one percent alcohol by volume.

Removes the "brew pub" definition from subdivision 3a and relocates it to the new subdivision 3b to reorganize the statutory structure.
