Allows a school district seeking to fill a teaching position to request access to the personnel file of a prospective teacher currently employed by another Minnesota school district, notwithstanding section 13.43 privacy protections.

Requires the prospective teacher's current employing district to make their personnel file available for inspection by the hiring district.

Mandates that the current employing district inform the teacher that their personnel file has been requested for inspection.

Prohibits the hiring district from using the contents of the personnel file to cancel a scheduled interview with the prospective teacher.

Amends Minnesota Statutes sections 122A.40 and 122A.41 by adding new subdivisions (3a and 1a respectively) with identical provisions.
