Appropriates $59,656,000 from the bond proceeds fund to the commissioner of administration for capital improvements at the Minnesota Veterans Home in Hastings.

Covers predesign, design, site preparation including demolition, construction, and furnishing and equipping of improvements to accommodate the domiciliary program.

Includes abatement of asbestos and other hazardous materials as part of the capital improvement project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $59,656,000 to fund the appropriation.

Becomes effective the day following final enactment.
