Amends Minnesota Statutes section 256K.45 to restrict grants to authorized activities only and prohibits the commissioner from creating additional eligibility criteria or restrictions on grant money.

Requires the commissioner of human services to review grant recipient applications, including past performance, and prohibits reducing grant awards unless the recipient fails to meet performance measures or uses funds improperly.

Permits grant recipients with two-year contracts to carry over any unexpended funds from the first year to the second year.

Requires the commissioner to conduct a study on the prevalence of pregnancy and parenting among homeless youths and at-risk youths, with a final report due by December 31, 2023.

Appropriates $300,000 in fiscal year 2023 for the homeless youth study (available until June 30, 2024) and $50,000,000 in fiscal year 2023 for grants under Minnesota Statutes section 256K.45, subdivision 1.
