Appropriates $330,000,000 from the state fiscal recovery federal fund (American Rescue Plan Act) to the Minnesota Housing Finance Agency in fiscal year 2022 for emergency rental assistance, available until June 30, 2022.

Authorizes the commissioner to continue operation of the RentHelpMN rental assistance program following guidelines in effect on January 28, 2022, with administrative costs capped at 10 percent of appropriated funds.

Prohibits landlords from initiating or proceeding with eviction actions for nonpayment of rent if a tenant demonstrates a pending rental assistance application, lasting until the commissioner determines the application or June 1, 2022, whichever occurs first.
