Adds new definitions for "publish," "general circulation," and "e-edition" to qualified newspaper statutes regarding publication of public notices by local governments.

Reduces minimum print space requirement from 1,000 to 800 square inches for newspapers serving political subdivisions with populations under 1,300 that do not receive public subsidies.

Requires qualified newspapers maintaining websites to post all public notices on their own website and the Minnesota Newspaper Association's statewide public notice website at no additional cost to advertisers.

Allows newspapers to consolidate, change offices, or change publication frequency within the same county or adjoining counties without losing qualified status, providing expanded flexibility.

Increases from $300 to $500 the threshold for individual municipal disbursements that do not need individual publication in small cities with populations under 2,500.
