Amends Minnesota law to allow school board members to be removed through a voter election petition process in addition to the existing board vote removal method.

Requires removal election petitions to include signatures from at least 30 percent of voters from the previous board election, a 200-word statement of grounds, and identification of three committee members to circulate the petition.

Establishes a 120-day maximum petition circulation period with district clerk examination of signatures and submission to a district judge for review of proper execution and approval for public hearing.

Mandates a public hearing before a district judge within 45 days to determine by clear and convincing evidence whether allegations are true and constitute grounds for legitimate removal, with petitioners and board members bearing their own legal costs.

Allows removal by majority vote in a special election if the judge determines grounds for removal are met, with a removed member prohibited from holding the same office for the remainder of their term.
