Establishes licensure requirements for speech-language pathology assistants effective July 1, 2023, requiring an associate degree from an accredited program with 100+ hours supervised field work or a bachelor's degree in communication sciences with an assistant certificate program.

Creates two licensure pathways: standard licensure for applicants meeting educational requirements and restricted licensure for current practitioners or those with relevant degrees who must complete additional coursework by July 1, 2028.

Requires criminal history background checks (state and national) for all applicants for initial licensure, relicensure after lapse, and license renewal of speech-language pathology assistants.

Establishes supervision requirements including direct supervision of 30% of work during first 90 workdays and 20% thereafter, with maximum of two full-time assistants per supervising speech-language pathologist.

Sets licensure fees at $130 for initial or restricted licensure and $120 for renewal, and adds one speech-language pathology assistant representative to the advisory council.
