Expands the Comprehensive Health Association board from 13 to 19 members, adding legislative representatives and additional health care provider and public representatives.

Requires health plans to provide platinum level coverage options and mandates comprehensive postnatal care coverage within three weeks, between three and 11 weeks, and at 12 weeks post-delivery effective January 1, 2023.

Requires health insurers to offer at least 25 percent of individual and small group plans with pre-deductible, flat-dollar co-payments for prescription drugs at all tiers, with maximum co-payments capped at 1/12 of the plan's out-of-pocket maximum, effective January 1, 2024.

Establishes a Mental Health Parity and Substance Abuse Accountability Office within the Department of Commerce to oversee compliance with mental health and substance abuse parity requirements.

Directs the Commissioner of Human Services to develop a public option proposal by December 15, 2023, and to report on alternative health care delivery models by January 15, 2024; appropriates $500,000 to Commerce and $3,929,000 to Human Services for these initiatives.
