Establishes an ongoing aid program for soil and water conservation districts in Minnesota Statutes chapter 477A to provide financial support for implementing chapter 103C duties and other statutory services.

Appropriates $22,000,000 annually from the general fund, with 70 percent distributed equally among certified districts and 30 percent distributed based on proportion of nonpublic lands in each district.

Requires the Board of Water and Soil Resources to certify eligible districts and payment amounts to the commissioner of revenue by June 1 each year, with payments distributed by the commissioner in the same manner and timing as other state aid payments.

Districts must use proceeds to implement chapter 103C duties, establish annual guidelines for fund use posted on their website, and may appropriate funds to cooperating governmental units under existing cooperative agreements.

Effective beginning with aids payable in 2022, with provisions for the Board to recertify and correct any clerical errors in aid calculations without diminishing payments to other districts.
