Modifies on-sale liquor license provisions to permit baseball teams competing in leagues established by the Minnesota Baseball Association to obtain on-sale wine and malt liquor licenses for beverage sales at ballparks or stadiums, effective the day following final enactment.

Establishes a permanent Liquor Regulation Advisory Council with nine voting members appointed by the governor, representing retailers, wholesalers, and manufacturers, plus legislative liaisons from both chambers of the legislature.

Council must submit recommendations on statewide liquor regulation amendments by February 1 each year to the legislature and may conduct public hearings throughout the state.

Requires recommendations to be supported by a majority of council members with at least one member from each stakeholder group (retailers, wholesalers, manufacturers) supporting the recommendation.

Appropriates $250,000 in fiscal year 2023 from the general fund to the Commissioner of Public Safety for hiring two additional full-time employees in the Division of Alcohol and Gambling Enforcement, effective after June 30, 2022.
