Prohibits social media platforms with more than 1,000,000 account holders operating in Minnesota from using algorithms to target user-generated content at account holders under age 18.

Makes platform operators liable to individual account holders under 18 who received algorithmically-targeted content if the operator knew or should have known the account holder's age, with damages including actual damages, a $1,000 statutory penalty per violation, and other available penalties.

Exempts algorithms designed to block inappropriate or harmful content and parental/internal control systems that filter content for age-appropriate material.

Exempts user-generated content created by federal, state, or local governments and public or private schools, colleges, or universities from the prohibition.
