Appropriates $155,361,000 from the outdoor heritage fund for fiscal year 2023 (available June 30, 2023) for natural resource acquisition, restoration, and enhancement projects statewide.

Allocates funds across five major categories: Prairies ($34,166,000), Forests ($12,932,000), Wetlands ($26,108,000), Habitats ($81,532,000), and Administration ($623,000).

Funds land acquisition in fee, permanent conservation easements, and restoration/enhancement work through agreements with organizations including The Nature Conservancy, Pheasants Forever, Ducks Unlimited, and local land trusts.

Establishes a competitive grant program (Conservation Partners Legacy Grant) providing up to $500,000 matching grants to organizations for habitat projects, with at least $2,500,000 reserved for metropolitan areas.

Specifies fund availability through June 30, 2026 for land acquisition and June 30, 2027-2030 for restoration work, with reimbursement-based administration and accomplishment plan requirements overseen by the Lessard-Sams Outdoor Heritage Council.
