Prohibits state agencies and local units of government from offering or providing incentives to individuals to encourage or reward vaccination against communicable diseases.

Defines "incentive" to include money, gift cards, scholarships, and discounted or free goods or services.

Prohibits offering incentives to parents or guardians to encourage them to have children vaccinated against communicable diseases or to reward them for having children vaccinated.

Applies to all state agencies (executive, legislative, and judicial branches) and local units of government including counties, cities, towns, school districts, and community health boards.

Becomes effective the day following final enactment.
