• Modifies children's therapeutic services and supports (CTSS) under Medical Assistance by adding new service components including care coordination, care consultation, travel services, and individual treatment plan development effective July 1, 2022, subject to federal approval.

• Expands covered CTSS services to include consultative activities between mental health providers and primary care practitioners, schools, and families to improve care coordination and access.

• Directs the commissioner of human services to develop a new Medicaid-eligible mental health benefit for children and families by February 1, 2023, including psychotherapy, skill building, related services, and care coordination between providers and schools with a single assessment for access.

• Updates provider entity clinical infrastructure requirements and qualifications for staff delivering CTSS, including enhanced treatment supervision and individual behavioral plan documentation standards.

• Repeals the requirement for developing a Level II mental health behavioral aide certificate program through Minnesota State Colleges and Universities.
