Appropriates $250,000 from the general fund in fiscal year 2023 to the commissioner of public safety for the Office of Justice Programs to issue a grant to Abijahs on the Backside for equine experiential mental health therapy.

Defines "first responder" as peace officers, full-time firefighters, or volunteer firefighters suffering from job-related trauma and post-traumatic stress disorder.

Requires Abijahs on the Backside to report to the commissioner of public safety and relevant legislative committees on program budget, expenditures, number of first responders served, and services and benefits provided.

Initial report due by January 15, 2023, with final report due by January 15, 2024.
