Appropriates an unspecified amount from the general fund in fiscal year 2023 to the Board of Regents of the University of Minnesota for a weather resilience program in the Extension Service, with a base appropriation in fiscal year 2024 and no funding in fiscal year 2025.

Funds shall support existing extension staff and hire additional staff members to operate a program with statewide geographic reach addressing weather extremes like droughts and floods.

Program shall identify, develop, implement, and evaluate educational initiatives to increase capacity of Minnesota's agricultural sector, land and resource managers, and communities to adapt to projected changes in temperature, precipitation, and other weather parameters affecting crops, lands, horticulture, pests, and wildlife.

Program shall communicate latest research on critical weather trends to extension staff throughout the state to educate local agricultural sector, land and resource managers, and community members on water resource management, agriculture, forestry, engineering, infrastructure design, and emergency management strategies.

Effective date is the day following final enactment.
