Defines "native swan" as trumpeter swans and tundra swans, excluding mute swans, in Minnesota Statutes.

Makes taking, harassing, destroying, buying, selling, possessing, transporting, or shipping a native swan in violation of game and fish laws a gross misdemeanor.

Authorizes the commissioner to designate waters as breeding-swan waters when one or more pairs of breeding native swans frequent and nest nearby, requiring public notice at access points 90 days in advance and public meetings in the affected county.

Prohibits use of lead-containing tackle on waters designated as breeding-swan waters and requires the commissioner to maintain a public list of such waters.

Increases restitution values for illegally taken swans from $200 to $1,000 for tundra swans and from $1,000 to $2,500 for trumpeter swans through rule amendment.

Appropriates unspecified amounts in fiscal year 2023 for swan protection education and outreach (available until June 30, 2024) and for a lead tackle collection program with disposal sites statewide (available until June 30, 2025).
