Appropriates $2,000,000 in fiscal year 2023 to the Community Action Partnership of Hennepin County for youth programming at the Rosa Parks Center for the Development of African-American Youth in Minneapolis, including economic development, mediation, conflict resolution, leadership, education, and recreational services.

Appropriates $6,000,000 in fiscal year 2023 to the Community Action Partnership of Hennepin County to acquire property at 2200 16th Avenue North in Minneapolis and to predesign, design, construct, furnish, and equip the Rosa Parks Center for the Development of African-American Youth.

Requires the Community Action Partnership of Hennepin County to report by February 1, 2024 to the commissioner of employment and economic development and legislative committees with jurisdiction over economic development and finance on activities, expenditures, and outcomes of the youth center programming.

Authorizes the Community Action Partnership of Hennepin County to contract with other 501(c)(3) nonprofit organizations and the Young People's Task Force of the Unity Community Mediation Team to provide programming at the center.

Designates the $6,000,000 appropriation as a onetime grant available until the project is completed or abandoned under Minnesota Statutes section 16A.642.
