Increases total local government aid to cities payable under Minnesota Statutes section 477A.013, subdivision 9, from $564,398,012 to $654,398,012 for aids payable in 2023 and thereafter.

Changes the aid amount for 2021 from "2021 and thereafter" to "2021 and 2022" only, establishing $564,398,012 as the amount for those two years.

Maintains previous aid amounts for earlier years: $519,398,012 for 2016-2017, $534,398,012 for 2018-2019, and $560,398,012 for 2020.

Becomes effective for aids payable in calendar year 2023 and thereafter.
