Appropriates $30,000,000 from the general fund in fiscal year 2023 to the commissioner of transportation for grants to the city of Blaine for the 117th Avenue Northeast and marked Trunk Highway 65 interchange project.

Covers predesign, design, engineering, and construction of the interchange, including local road improvements, frontage roads, right-of-way acquisition, utility infrastructure improvements, and construction administration and inspection.

Establishes a onetime appropriation available until June 30, 2025.

Allows any unspent funds remaining after project completion to be used for other interchange or intersection improvement projects on local roads intersecting marked Trunk Highway 65 in Spring Lake Park, Blaine, or Ham Lake, with written notice to the commissioner of management and budget.
