Appropriates $25,000,000 from the general fund in fiscal year 2023 to the commissioner of transportation for grants to the city of Blaine for an interchange at 99th Avenue Northeast and marked Trunk Highway 65

Funding covers predesign, design, engineering, and construction of the interchange, including local road improvements, frontage roads, right-of-way acquisition, utility infrastructure improvements, and construction administration

Appropriation is one-time and available until June 30, 2025

Any unspent funds remaining after project completion may be redirected to other interchange or intersection improvement projects on local roads intersecting marked Trunk Highway 65 in Spring Lake Park, Blaine, or Ham Lake upon written notice to the commissioner of management and budget
