Maintains the five-commissioner structure for the authority, with commissioners required to be residents of the city or area of operation and appointed by city council, subject to Minnesota Statutes chapter 469.

Replaces reference to Minnesota Statutes Section 462.415 to 462.716 with reference to chapter 469 as the governing statutory framework for the authority's purpose, scope, and authority.

Preserves the authority's ability to make rehabilitation loans and grants for property within its area of operation, whether inside or outside urban renewal areas, provided the rehabilitation aligns with the city's housing assistance plan or urban renewal objectives.

Becomes effective upon Bloomington city government compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3.
