H.F. No. 3847 - Dental Hygienist Collaborative Agreement Modifications

• Dental hygienists may provide services without prior dentist examination if they have a collaborative agreement with a dentist and complete medical emergency training within each continuing education cycle.

• A collaborating dentist may work with no more than four dental hygienists unless the Board of Dentistry authorizes exceptions and develops parameters for additional collaborations.

• Collaborative agreements must include protocols for medically compromised patients, age- and procedure-specific standards, consent forms, sealant placement procedures, dental records procedures, and medical assistance provider enrollment.

• Dental hygienists must be reimbursed for services directly by medical assistance or MinnesotaCare as pay-to providers without forming a separate nonprofit entity.

• The Commissioner of Human Services must report annually to the Board of Dentistry beginning January 15, 2023, on collaborative practice dental hygienist services including geographic location, settings, patient numbers, and patient population characteristics.
