Commissioner of human services shall establish three multidisciplinary working groups to develop policy guidance on: providing services for individuals with mental health and substance use disorder disabilities; addressing racial and ethnic inequity in adult protective services; and developing best practices among county agencies.

Commissioner must provide annual reports on working group activities and legislative recommendations to legislative committee chairs by December 15, 2022, and each year thereafter, with this requirement expiring December 15, 2024.

$30,000,000 in fiscal year 2023 appropriated to commissioner for allocation to county boards and Tribal governments under Minnesota Statutes section 256M.42.

$10,000,000 in fiscal year 2023 appropriated for pilot projects addressing inequities related to race, ethnicity, and mental health in county adult protection services, with findings reported to legislative committees; available until June 30, 2024.

$250,000 in fiscal year 2023 appropriated to establish working groups developing policy and guidance on changes to the structured decision-making intake assessment tool based on the 2021 Evaluation Report of Adult Protective Services Standardized Intake Decision Tool.
