Establishes the Minnesota Youth Advisory Council to provide youth input on policy issues affecting Minnesota's youth community, with the Legislative Coordinating Commission appointing an executive director experienced in youth issues.

Council membership consists of three members per congressional district appointed by the governor (two grades 8-12, one age 19-23), four voting legislators (appointed by House Speaker, House Minority Leader, and Senate Rules Committee), and optional ex officio state agency commissioners.

Governor-appointed members serve two-year terms and can only serve one term; legislators can serve no more than eight consecutive years or 12 nonconsecutive years; members must attend mandatory orientation training within six months or face automatic removal.

Council duties include advising the governor and legislature on youth issues, developing strategic plans, conducting studies on education, employment, health, housing, and social welfare, and serving as liaison between state government and youth-serving organizations.

Council must submit annual reports by January 15 detailing measurable outcomes achieved and objectives for the following year to legislative committees with primary jurisdiction over state government operations; biennial budget due to Legislative Coordinating Commission by February 1 in odd-numbered years.
