• Authorizes pharmacists to prescribe, dispense, and administer FDA-approved antiretroviral drugs for HIV prevention (preexposure and postexposure prophylaxis) if they meet training and protocol requirements established by the Board of Pharmacy by January 1, 2023.

• Requires pharmacists to complete training through an accredited pharmacy college, continuing education provider, or board-approved program before prescribing HIV prevention drugs, and must follow standardized protocols and provide patient counseling and fact sheets.

• Authorizes pharmacists to order, conduct, and interpret laboratory tests necessary for HIV prevention therapies if they meet the same training requirements.

• Prohibits health plans from using step therapy or prior authorization requirements to limit coverage of antiretroviral drugs for HIV prevention, and requires plans to reimburse in-network pharmacists at rates equal to physicians and other prescribers for similar services.

• Extends medical assistance (Medicaid) coverage to antiretroviral drugs and related laboratory testing prescribed or administered by qualified pharmacists, subject to the same requirements applicable to private health plans.
